Position Summary

To manage and oversee the case management of assigned consumer case load and to direct and monitor the delivery of services provided with quality and effective services by consistently focusing on consumer needs, desires, and abilities and by maintaining high quality supports and services.  To supervise and manage employee to insure that each consumer is receiving all needed services and developing to their fullest potential.



The Program Manager is preferred to have a bachelor's degree in a human service related field of study or in a non related field with 5 years' experience working in the human service field.  Potential applicants shall possess the knowledge, skills, and experience necessary to competently perform Program Manager Activities.



Three years of professional experience in providing disability services, one year of supervision of employees and one year of managing a caseload.

  • Provides direct services to clients. This includes working a variety of hours (i.e., nights, weekends, holidays, etc).  Includes an on-call rotation and travel requirements in assigned areas of NE Iowa.
  • Assists Human Resources in selecting and assigning staff, ensuring equal employment opportunity in hiring and promotion. Ensures proper labor relations and conditions of employment are maintained.  Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Coordinates and with and develops consumer program plans with funding sources and interdisciplinary team.
  • Case consults with funding sources and interdisciplinary team.
  • Maintains records, prepares reports, and composes correspondence relative to the work.
  • Monitors case activity and periodically reviews cases to ensure that appropriate services are provided and referral sources are developed.
  • May be responsible to initiate, coordinate, or monitor contracts with providers in support of human service programs.
  • Provides assistance to staff in developing effective caseload management techniques to maintain timely service to clients. Identifies staff development and training needs and ensures that training is obtained.
  • Assist Leadership and Human Resources plan and conducts in-service training for FCS staff.
  • Maintains liaison with public agencies, private agencies, and governmental entities.
  • Serves as a resource person to FCS staff and the public with respect to community resources available for client referrals and in interpreting services available.
  • Directs the activities of service staff.
  • Provides assistance to the management staff in defining and resolving service delivery problems.
  • Develops plans and finds resources to address clients and families' problems in housing, employment, training, counseling, and other areas, using specific service methods; monitors services provided.
  • Provides assistance in the development of programs, policies, and procedures related to the provision of services to the public.
  • Completes designated billable hours per case load each year.

  • Knowledge of the types of discrimination and mistreatment to which clients may be subjected and applicable remedies.
  • Knowledge of training and supervisory techniques and an ability to successfully apply techniques as needed.
  • Knowledge of employee policies and procedures.
